The commercial response are managed different to all of the other permissions to limit who can see priced items.
Only users who have the Manage commercial role access user type permission can add the View vendor commercial responses and Score vendor commercial response (Simple evaluation only) to roles and assign them to users.
These permissions will be highlighted in red, if you do not have the correct user type then these permissions will be greyed out and cannot be applied.
To increase security only the ROOT user can give apply the Manage commercial role access user type permission to a user type. Once that user type has permission they can assign commercial response permissions.
In order to be able to assign permissions the following workflow must apply:

The root user logs in and assigns the
Manage commercial role access user type permission to a user type.

The user with that user type assigns commercial response permissions to roles.

The user with
Manage commercial role access can apply roles with commercial responses either in the Role manager or as Default roles to users otherwise they will not be able to select the
Additionally users who does not have the user type permission cannot copy a role which has commercial response permission otherwise they will receive the following message.
If the user does not have permission they cannot assign commercial roles to other users in role manager they will be unavailable (highlighted in red) and only non commercial roles will be available to select (highlighted in black).
The user will also not be able to apply any commercial roles to default roles the commercial roles will be unavailable (highlighted in red) and only non commercial roles will be available (highlighted in black).
